Horst Koehler, a former head of the International Monetary Fund who has called for bolder economic reforms in Germany, was elected as the country`s ninth postwar president. Koehler, nominated by opposition conservatives, defeated Gesine Schwan, a university professor backed by Chancellor Gerhard Schroeder`s government who wanted to become Germany`s first female head of state. Koehler, a 61-year-old finance expert, won by 604 votes to 589 in the ballot by a special assembly of 1,204 lawmakers and state delegates in Berlin`s Reichstag parliament building. Transportation workers will form a labor federation. The Korea Herald reports trade unions of taxi and bus drivers, truckers, railway workers and pilots, plan to unite into a 100,000-member strong labor federation, hoping to gain more leverage against the government in possible action such as last year`s truckers strike. The federation is to be placed under the Korean Confederation of Trade Unions, the nation`s second-largest nationwide labor group and the key supporter of the Democratic Labor Party. College Applicants Busted for Cheating on the Exams. According to the police, the students engaged in scams including hiring other persons to take exams on their behalf. The cheating is believed to have begun in 2000; all those who subverted the exam succeeded in transferring. The police said some of those who cheated have already graduated from college and are now studying abroad.
