Political candidates hoping for a seat in the National Assembly began registering at the National Election Commission. Registration is the first step in the electoral procedure for the election to be held April 15. The deadline for registration is Thursday thus enabling official campaigning to begin from Friday. Candidates are required to submit documents on their assets, military service records, tax payments and criminal records, if any. The NEC will finalize voter lists by April 8, and send voting guidelines and candidate publicity materials to voters by April 10. Laboring against Greek objections, Kofi Annan, the United Nations secretary general, pressed for approval of a final version of a plan to reunite Cyprus, the divided island nation whose ethnic hatreds once brought the threat of war to the eastern Mediterranean. The proposals, foreseeing a loose federation with assurances for both sides, are set to be tested in two separate referendums on April 20 among the island`s 800,000 inhabitants ?two thirds of them Greek Cypriot and the rest Turkish that are likely to determine their political future for years if not decades. Opening the doors to their respective markets, Korea and Chile began lifting tariffs on more than 11,000 items as a free-trade agreement went into effect today. The Korea Herald reports most local industrial goods will begin entering Chile free of tariffs. Chile, in turn, lifted duties on the majority of Korean farm produce. A first for Korea, the trade pact was the fruit of a year-long war in parliament here.
