North Korea offers to freeze its nuclear program Foreign Minister Yoon Young-kwan welcomed North Korea`s offer to freeze its nuclear program as an expression of its willingness to resolve the nuclear standoff with the United States through dialogue. "North Korea mentioned in detail what steps it will take (to end the nuclear standoff)," the foreign minister said during his weekly press briefing. "I have a positive view (of the statement) in that the North reaffirmed its willingness to resolve the problem through dialogue," he said. He added that the statement would be conducive to forging an atmosphere for a new round of six-party talks aimed at resolving the 14-month dispute. Professors of Seoul National University made a proposal to have a nuclear waste dump on campus Seoul National University could have a nuclear waste dump on campus if more than 60 professors get their way. The 63 professors made the proposal in a bid to end the seven-month dispute between the government and residents over the planned construction of such a facility in the southwestern county of Buan. The government last July designated the small island of Wido near Buan as a nuclear waste disposal site. Residents have continued to protest against the proposal and called for a local referendum. The project has stalled as the government backtracked in the face of residents` violent protests.
